1. The meeting was called to order by Frank Maggio. Rodney Senat agreed to take the minutes of the meeting.
2. The minutes of the last meeting were reviewed and approved.
3. Frank Maggio presented the Treasurer’s Report. Most of the major expenses are coming towards the end of the year. There will be capital outlays for Signs and Cameras.
4. The Architectural Control Committee reported no pending activity. Please report any issues in the neighborhood to TCHOA2007@gmail.com.
5. Landscape Report – St Tammany Utilities is replacing the sewage pump at the traffic circle on Clayton Ct. The Holly shrubs in the circle are being moved to Leeds & Ayshire.
6. All TCHOA board positions are filled at this time. The current board term was extended to October of 2024. As opportunities become available, please consider serving on the board.
7. General Meeting – For the foreseeable future, general meetings will now be held at St. Luke’s Family Life Center at 7PM.
8. Old Business
A. Collections of past due Maintenance Fees is improving. 2023 outstandings are down from $28,000 to $16,000. Overall, collections are going well.
B. Security Cameras, Patrols– the patrols will be increasing throughout the summer. The security cameras are getting outdated. The board will be getting quotes to upgrade the camera system.
C. New Signs – All of the signs in Turtle Creek will be upgraded. Next will be the “Yield” signs. The new section of Turtle Creek has been given design specs to match the street signs with ours.
D. The TCHOA website has been updated through 4/8/2024. Covenants, minutes, and event dates can be found on our website, Turtlecreekhoa.org
E. The new Treasurer, Karen Douglass is still working into the position.
F. Fence for Leeds Entrance may not be needed if the Holly bushes moved from Clayton meets our needs.
G. New Streets/Development Plans were sent to Dustin Richards for entrances (columns, gardens, cameras, power, internet). CLECO is in the process of installing power lines. After inspections, Atmos will install the gas lines. Spectrum will be an option for Cable TV and internet
H. The pumps at the fountains are performing well. They are now being maintained to keep the leaves and grass clippings from causing problems. The lights will be coordinated with holidays and other events.
9. New Business:
- Fee invoices for 2024 are out now. Please make any outstanding 2023 payments as soon as possible.
- St Tammany Fire Department would like an emergency gate to tie River Road into La Chenere. Will provide those residence a way out in the event of an emergency.
- Guest Speaker Suzzane Krieger, chairman of the St. Tammany Levee, Drainage & Conservation District (WWW.STLDCD.COM), discussed the Corps of Engineers levee proposals and options neighborhoods are considering. She can be contacted at SKREIGER.STLDCD@AOL.COM
- Upcoming Calendar Items: April 27th is the Neighborhood Garage Sale.
- Thanks to Melanie Singh for another successful Easter Egg hunt.
- Repairs to the front fence are complete (18 posts), however, there was additional damage discovered by the contractor who suggested we don’t put any more money into that fence.
- Two Pine trees on Wycliff need to be removed. Once a quote is received, it will be presented to the HOA board for approval.
Regarding the Military Road Alliance. We are allotted 5 official representatives. Most meetings we have 1 or 2 go. They consist of board members: Frank Maggio, Grant Closson, John Wells and Brian Clavin. We have two volunteers who have been accepted as representatives from Turtle Creek, they are Gasbar and Barbara LoCiscero – one of which will act as a general alternate.

1. The meeting was called to order by Grant Closson at 6:04pm. Rodney Senat agreed to take the minutes of the meeting. The TCHOA board members present were: Grant Closson, Vice President; Rodney Senat, Secretary; John Wells, Architectural Control; Brian Clavin, Historian, Unopposed; Charles “Chuck” Silcio, Director; and Coy Faucheaux, Director.
2. The minutes of the last meeting were reviewed and approved.
3. Grant Clossan presented the Treasurer’s Report. $35k in annual dues remain outstanding.
4. John Wells presented the Architectural Control Report asked that any issues in the neighborhood be emailed to the TCHOA2007@gmail.com.
5. Landscape Report – St Tammany Utilities replacing the sewage pump at the traffic circle at Clayton. The plan is to move the shrubs in the Clayton Ct traffic circle to Leeds & Ayshire.
6. All TCHOA board positions are filled at this time. Typically we would have elections at the October general meeting, but since elections were held in January 2023, a motion was made to keep the current board as is until October of 2024. The motion was approved.
7. Homeowners were reminded that the General Meetings will now begin at 6:00PM and we need to be out of the cafeteria by 7:30 p.m. Councilman Mike Smith suggested using the Levee Board Building on Military Road if the location became a problem.
8. Old Business

B. There was not new to report on Security Cameras & Patrols, but some residents wanted clarity on the use of golf carts on the streets in Turtle Creek.
C. New Signs – The next project will be to upgrade the “Yield” signs.
D. The TCHOA website has been updated. Details about covenants and event dates can be found on the website. Turtlecreekhoa.org
E. The TCHOA has a new treasurer, Karen Douglass, who is working to move into the new role. A review of the books by a subcommittee appointed by the board will be made prior to her officially taking over.
F. A fence for Leeds Entrance was discussed. The shrubs moved from Clayton Ct. may meet the needs.
G. Frank and Grant will get together with the new Development to go over street signs, stop signs, and cameras.
H. Fountain pumps were replaced and are operating well. The color of the lights in the fountains will be coordinated with holidays.
I. Upcoming Calendar Items: the next Turtle Creek Neighborhood Garage Sale is scheduled for October 28th and the next General Meeting of the TCHOA is, January 10th, 2024.
9. New Business:

Guest Speakers at the General meeting Sharon Hewitt, Stephanie Berault, David Cougle, and Mike Smith were allotted time to tell the attendees about their platform for their campaigns. Questions weren’t taken, but attendees were offered the opportunity to speak with the candidates after the meeting.

- We are collecting 2019 fees at a faster pace than in past years
- Approximately $52,000 in checking
- 4 CD’s contain approximately $20,000 combined
- Past due accounts approximately $16,000 from 2016-2018
- Approximately 15 demand letters mailed out, Suits to follow if necessary

- Phase recently completed, 1 more phase remain to complete (approximately 9 signs), if funds allow they will be completed 2020 or sooner if possible
- Pointed caps no longer made, will stick with ball cap
- Board will look at the possibility of changing the stop sign by Clayton Court, may not be on TC property
- Once stop signs are completed will look into other signage, speed, etc.

- Brief discussion on when ACC requests need to be made and where to find application

- Switched to AT&T service vs. existing WIFI, now lets cameras be monitored remotely, as well as security patrols will have access to cameras to monitor multiple sites.
- Need to adjust sensitivity as well as landscaping, cameras are picking up plant movement
- Security patrols have been instructed to issue tickets for speeding, running stop signs.
- Multiple complaints of speeders in neighborhood. Instructed residents to email TCHOA to report offenders

- Maintenance was cut back to 2 cleanings/mo. This caused filters to be clogged. Will go back to 3 cleanings/mo and adjust seasonally.
NEW BUSINESS
Frank Maggio – RV’s Boats in Driveways

- Multiple homes with boats and motor homes parked in driveways.
- OK to park a boat in driveway for a short period before/after use, but not weeks to months, same goes for RV’s. Extended parking in driveway is against covenants
- Board will discuss enforcement options

- Individuals will have to make calls to Louisiana Dept. of Wildlife & Fisheries to make complaints of nuisance alligators
- Coyotes have also been observed in TC, be aware of your surroundings.

- Need to get Clayton Court TC sign painted, board will look into getting new sign made or painted
- Bushes are blocking lights shining on Clayton Court sign, board will look into getting them trimmed or replaced
- Can’t see street signs at night. Survey was sent out on Facebook approximately 85% of results suggested no changes should be made to street signs. Once stop signs are completed board will look at possibly changing street signs.
- “Hole in wall” on Clayton Ct., why is it missing, designed to allow cars to be visible on Bay Ridge Blvd./Cross Creek
- Board will look into getting support painted, it is beginning to rust.

HOA General Membership Meeting January 10th, 2017
Honey Island Elementary
Meeting called to order at 7:02 pm by John Wells
Previous minutes not presented due to Secretary Bill Munsell unable to attend because of medical reasons. -Louise Jensen presented Treasurer’s Report. No questions asked. -Guest Speaker, Eagle scout candidate Matt Bald, presented his plan to implement storm drain markings in neighborhood. Overwhelmingly approved by all. -Guest Speaker Gene Bellisario presented the following updates on issues that the HOA may be concerned with: -Concrete panel replacement in the neighborhood. $60,000 worth approved. -Keep St Tammany Beautiful. 18 months later 3 crews ready to go to work -Flood Maps are still under review, supposed to be finalized this year -Credit card abuse by Parish employees being targeted – April 29th, two tax renewals that failed last year, to be tried again. For jails and the Justice center -Corner of Gause and Cross Gates Blvd drainage being cleaned out again due to silt buildup
Votes:
-Ratification of Bylaw change explained by John Wells. Should be 9 board members instead of 7. Motion by Frank Maggio to change the bylaw and seconded by Miyoshi Henry. Passed without opposition. -Election of new Director to fill the ninth position proposed by John Wells. John informed the HOA that fellow resident Gary Picou had shown interest in the position but was unable to attend the meeting. No one else was interested in said position and there was a motion to name Gary the newest Director by Ron Bald and seconded by Dick Graham. Passed without opposition.
Old Business:
-Turnover from previous board was successful -John Wells reported that the board had considered, as suggested by a resident at the previous general meeting, that there would not be a funding limit set for future expenditures as this would be to cumbersome. Board would continue to spend money wisely and bring up large expenditures at general meetings as has been done in the past. -Security Patrols are being directed to address particular problems that we relay to them. JW asked residents to email us with their concerns. Problems at the round-a-bout were brought up and Councilman Gene Bellisario volunteered to see about having a “No Left Turn” sign installed.
– John Wells had looked into having a modification of the parish parking ordinance modified to have boats parked in streets included in violations, but it was determined, with the parish, that the boat was already in violation. Our security officer Kevin Nillson spoke with the resident in violation and they assured him that the problem would be resolved. -Camera update by Frank Maggio: -Two requests to view camera footage. One by Sheriff’s Dept. concerning an event on Military Rd and the other concerning a possible scam by someone soliciting at doorway. -Takes approx 2 hours to download info for such an incident and Frank informed HOA that the board had approved a wireless modem to assist with this. $100 per month. -Previous request by Darryl Albert was met with the answer that we would need a police report to view requested footage. With this ability to download the footage easier, we can more easily accomodate. Footage will not be reviewed for domestic issues, etc. Board maintains the right to determine worthiness of request. -One camera not working. Frank working with vendor to replace -Informed all that he had decals if anyone needed. Email him for arrangements to pick some up if necessary.
New Business:
-Covenant Enforcements. Please follow. -Delinquent Homeowners. $28.000 in uncollected monies. – Survey Results. Frank Maggio encouraged all to go on website to review the survey. Overall still a nice and desirable place to live. Dog mess and speeding biggest complaints. -Committee formation. JW asked all to consider some sort of help. Welcome committee, recreation……No takers. -Fireworks. Holiday over, please be considerate of others. -Leash law. Obey, pick up after your dog. -Other new business: -Sean Burkes working on the survey of what property belongs to Turtle Creek and what doesn’t. -Adele Graham requested that we consider replacing stop sign at exit of main entrance with one of the “fancy” signs when we do phase 2. -Frank Maggio informed all of the upcoming lights to be added to the Ayshire entrance columns -Missing porch swing for nature trail gazebo was found in ditch by unknown resident. Damaged but worthy. Questions still about who is responsible for gazebo. Further survey results by Sean Burkes will be in soon. -Resident Carey Winberry expressed concern over the forlorn look of a lot of the mailboxes in the area. JW said that he wasn’t sure if there was anything that could be done, but would look into it. -Resident Doris Burvant requested In/Out signs be put at entrance. JW said we would look into it.

President expressed disatisfaction that neither this nor National Night Out was attended by one of our Security Officers.

Homeowner Lawrence Weathersby asked if there was a protocol or procedure in place for limits on the amount of money the Board can spend on any one project.
Treasurer and President acknowledged that there is. All major project expenditure is put before the GMM and voted upon by the homeowners present. Example of fountains, security cameras and stop signs given.
Neighborhood Update
President talked about the updates this year to the neighborhood. The ponds at the main entrance have been repaired and resurfaced.
Stop Signs to be updated. Contractors to begin work shortly. Sondralyn Gray asked a why the existing stop signs were being replaced. President explained these stop signs were put up by the Parish many years ago, and had recently been adjusted to the regulatory 8 feet. At the January and April GMM it was decided to replace the majority of these “ugly”signs with new ones, matching the 4 way stop at the Military Road entrance.
Frank Maggio explained the reasoning behind Survey Monkey and indicated a good response from homeowners.
Security decals were handed out at the National Night Out. Also available this evening.
